The supply values are approximate.
The build order:
7/11 - SCVs - Keep making SCVs assigned to your mineral line.
10/11 - First Depot - You will generally want this one to be close to the ramp to begin blocking it with further structures (you can lower/raise Depots to allow your units to cross them), and send the SCV that built the depot to scout the enemy.
12/19 - Barracks - You should place this close to the ramp and next to the first Depot to block the entrance/exit of enemy units. You need to train at least 2 Marines as soon as possible when it's completed.
13/19 - First Refinery - As soon as the Refinery is done, you need to send 2 additional SCVs (the SCV that built it goes in automatically) from the mineral line and assign them to gas gathering at the Refinery.
16/19 - Train a Marine - Assign it to kill the enemy scout, search around or cover ramp.
16/19 - Second Depot - In most maps, Depot-Barrack-Depot should completely block the ramp, securing your base.
17/19 - Second Refinery
17/19 - Orbital Command Upgrade - You can do this at your Command Center earlier just as soon as you hit the 35 gas it requires.
18/27 - Factory
19/27 - Train a Marine - It's important you keep training some army as you're still exposed.
20/27 - Barracks Addon - While you wait for Factory to be able to build Starport, put either Tech Lab or Reactor addon on Barracks, so at the time it is done, you can use it to speed up any strategy you see fit.
21/27 - Starport
In this example, a Reactor addon was built at Barracks, and Factory switched with Barracks to build mass Hellions, but you could have built a Tech Lab and switch with Starport for early harass Banshees is another good example of how versatile this build is.
From here you can tech and build whatever you want, air force, bio ball or mech are all viable.
